Nope, no quotes required, although it doesn't make any difference to my knowledge if you include them. You can also put it straight in the "background" property, eg.
background: #fff url(images/clouds.png) repeat;
will work fine (taken out of a message style).
What can I say? I'm flattered! Now if only I had the time to actually finish my site.
